Below Market Rate Purchase Program

Palo Alto Housing Services, LLC, a subsidiary of Palo Alto Housing Corporation, administers the Below Market Rate (BMR) Purchase and Rental programs for the City of Palo Alto and City of Menlo Park. These inclusionary housing programs strive to provide more affordable housing to low and moderate-income residents and employees of their respective municipalities. This is achieved through designating a given share of new construction as affordable and selling it at a below-market-rate sales price. In order to benefit more households and preserve the inventory of affordable homes , use and resale restrictions are recorded with each BMR home purchase (and rental units as applicable).To learn more about the programs, including eligibility requirements and unit availability, please see below.
